From the L.S.U. v Florida game:
On the fake field goal play, the holder who threw the pass clearly had is knee on the ground when he threw the pass. Why was the play not whistled dead at that point? I never heard of an exception to the knee down rule for any more than actual kicks.

Was he touched by a member of the opposing team while his knee was on the ground ? If not then the pass was legal.

I believe in college that once your knee touches the ground you are down right there. So that is a very good Question.
