yes, it was rough.
a lot of work is needed and we could use a veteran QB as backup.

2nd string offense was not good yes.

Who all played? I mean how much starter action did we see?

The first string offense only did one play...... a 68 yd TD to Jennings

Actually, the Packers didn't suck. Tennessee's #1 offense was unable to score a TD against the Packers' second and third stringers. They had to use a fake punt to score a TD. So it was not as bad as it looked. It actually wasn't bad at all.
