It's simply PFF's adaptation of the classical Elo chess player rating system to football. I'm not sure how statistically rigorous or even useful it is, considering NFL teams play far fewer games than chess players, but it's better than nothing, I suppose. Yahoo! Games used to use the same rating system for their online card games.
