The ShoutBox has been up for some time now. Feel free to use (abuse) it. :)

For the rest of us slower than NSD, you have to click the + sign next to the Shout banner across the top of the page just above the forums when you're looking at the site index.

I don't see it.

Click "forums" on the top.
Press CTRL + F
Type "Shout"

and you'll see the shout highlighted.
Click the + symbol to expand it.

If you've just re-entered the site (its a new design if you didn't notice) and are wondering what happened to the Fan Shout box, read a few messages up. You'll see.
